Dr. Marcelo is currently the Medical Officer of the Municipality of Carles in the Province of Iloilo and concurrently designated as the Municipal Nutrition Action Officer of the town. He previously served as a Rural Health Physician in Carles for three years under the Doctors-to-the-Barrios (DTTB) Program of the Department of Health (DOH). He obtained his Doctor of Medicine degree from the University of the Philippines Manila College of Medicine under the Regionalization Program. He graduated and received the Hugh Greenwood Community Service Award and the Oreta-Dizon-Santos-Ocampo Research Award in May 2013. Immediately after passing the Physician Licensure Exam in August 2013, he joined the DTTB Program and previously served as the Municipal Health Officer of the island municipality of Almagro, Samar from January 2014 to October 2015. He obtained his Master in Public Management, Major in Health System and Development in October 2015 at the Development Academy of the Philippines.
